Is The Cost An Annual Subscription?

You do not have to renew every year if you do not want to do so.  But the cost includes support and update for only one year.  After that the plugin will continue to work without support and updates until a future version of WordPress or Awesome Suport is released that includes new API or features not compatible with it.  At that point you will need to make a new purchase.  Note that your initial purchase includes automatic renewals so you do need to cancel that if you do not wish to renew!
